SCHOOL SITE COUNCIL(SSC) BYLAWS

School Vision


At Field Elementary School we will strive to be a community of learners whose shared vision is the continuous improvement of instruction which will positively impact every child's achievement towards grade-level proficiency and beyond.


Purpose/Philosophy

  • To provide the best possible education for students by continuously improving the quality of the learning experience and the learning outcomes of students.
  • To ensure consistency, compliance and coordination of programs and the optimum utilization of resources, finances and facilities
  • To encourage involvement by the Field community in an atmosphere that welcomes their participation

Duties of the School Site Council

  • Obtain recommendations for, and review of the proposed Single Plan for Student Achievement from all school advisory committees.
  • Develop and approve the plan and related expenditures in accordance with all state and federal laws and regulations.
  • Recommend the plan and expenditures to the governing board for approval.
  • Provide ongoing review of the implementation of the plan with the principal, teachers, and other school staff members.
  • Make modifications to the plan whenever the need arises.
  • Submit the modified plan for governing board approval whenever a material change (as defined in district governing board policy) is made in planned activities or related expenditures.
  • Annually, (and at each semester) evaluate the progress made toward school goals to raise the academic achievement of all students.
  • Carry out all other duties assigned to the council by the district governing board and by state law.

Member Composition

The council shall be composed of 10 members (50% staff and 50% parents/community members), selected by their peers, as follows:

  • 1 Principal (ex-officio member of the council)
  • 1 Other staff member (non-classroom certificated or classified)
  • 3 Classroom teachers
  • 5 Parents/community members (Parents or guardians of students attending Field School shall comprise the majority of those persons representing the parents; they shall not be employees of the school. Every effort will be made to encourage and elect parents who are reflective of the student population.)

Term of Office

  • Term of office will be for two years (September to September) with one half of the elected members being replaced each year.
  • Elections shall be held in September to elect half of the elected positions on the School Site Council.
  • Each member of the council is entitled to one vote and may cast that vote on any matter submitted to a vote of the council. Absentee ballots shall not be permitted.
  • A member shall no longer hold membership when he or she no longer meets the membership requirements under which they have been selected or have three (3) absences.
  • Vacancies shall be filled for the remainder of the school year by regular elections.

Officers

The officers of the council shall be a chairperson, a secretary, and other officers the council may deem desirable.

The chair shall:


  • Preside at all meetings of the council.
  • Sign all letters, reports, and other communications of the council.
  • Perform all duties incident to the office of the chairperson
  • Have other such duties as prescribed by the council.

The secretary shall:


  • Keep minutes of all regular and special meetings of the council.
  • Transmit true and correct copies of the minutes of such meetings to members of the council.
  • Provide all notices in accordance with these bylaws.
  • Be a custodian of the records of the council.
  • Keep a register of the names, addresses, and telephone numbers of each member of the council.
  • Perform other such duties as are assigned by the chairperson or the council.

Meetings of the Council

  • Meetings will be held at a minimum of eight (8) times a year. The team will determine the dates. Special meetings of the council may be called by the chairperson or by a majority vote of the council.
  • Written public notice shall be given of all meetings at least 72 hours in advance of the meeting. Changes in the established date, time or location shall be given special notice. Agendas and minutes will be posted to the school website.
  • All required notices shall be delivered to council members no less than 72 hours in advance of the meeting, personally, or by mail (or email).
  • The act of the majority of the members present shall be the act of the council, provided a quorum is in attendance and no decision may otherwise be attributed to the council. A majority of the members of the council (6 out of 10) shall constitute a quorum.
  • All meetings of the council shall be open to the public.
